Health Insurance Rate Increase Regulation Announced

The Department of Health and Human Services (HHS) has issued a preliminary version of the regulation aimed at controlling “unreasonable” rate increases at the national level.

The draft regulation requires carriers to publicly disclose any individual or small group health insurance rate increases higher than 10 percent. The regulation is still open to comment and subject to change. Double-digit increases will trigger a review by state or federal regulators to determine if they’re justified. States will get the first shot at scrutinizing the rate hikes.

NY Attorney General Subpoenas 9 Life Insurers

New York Attorney General Eric Schneiderman sent out subpoenas to nine leading life insurance companies last month A source close to the matter told on Tuesday that the subpoenas sent addressed the companies practices in identifying and paying out policies to deceased customers.

Companies Not Identifying Deceased Policyholders

In a probe similar to that conducted by California Insurance Commissioner Dave Jones in May, Schneiderman is investigating nine major insurance companies that are being accused of not doing enough to locate beneficiaries of policyholders after theyve died.

Legistation Introduced to End the Use-It-or-Loose-It Rules

Under the proposed “Medical Flexible Spending Account Improvement Act” (H.R. 1004) co-sponsored by U.S. Reps. Charles Boustany (R-La.) and John Larson (D-Conn.), FSA participants would be allowed to withdraw and pay taxes on any remaining account balances rather than forfeit those funds to their employer.

Currently, the Code Section 125 regulations allow employers to use forfeited contributions to pay plan administrative expenses and offset costs incurred by employees who spend their FSA funds and then terminate employment.

Most Health Benefit Advisers would prefer legislation to allow unused FSA dollars to simply remain in an individual’s FSA to meet future health care needs.

1099 Reporting Requirements Repealed

President Obama signed legislation Thursday, April 14 repealing the expanded 1099 reporting requirements in the health care reform law and Small Business Jobs Act. The widely unpopular rules would have required businesses to report any purchases of goods or services of more than $600 a year from another vendor to the IRS on a Form 1099-MISC.

President Obama supported repealing this provision and with a bipartisan effort, lawmakers removed a requirement that would have been an undue barrier to small business growth. The many benefits of the health reform law for small businesses remain in place.

Bancassurance “core part” of revitalised Lloyds proposition

Lloyds Banking Group says it intends to make bancassurance a core part of its proposition, and will therefore be building specialised advisor teams to better address customers’ needs.

The part taxpayer-owned bank has today announced the results of a strategic review that will cost 15,000 jobs worldwide and result in £1.5 billion of annual savings by 2014.

With £2 billion freed up for investment, Lloyds intends to revitalise its Halifax brand and widen its product range to SMEs, to include insurance and wealth.

The bank is also committed to maintaining its UK branch network at the current level and will not offshore further UK permanent operational roles.

According to group chief executive, António Horta-Osório: “We will unlock the potential in this franchise over time by creating a simpler, more agile and responsive organisation, and by making substantial investments in better-value products and services for our customers.”

Ash cloud threatens travel plans

Just over a year after the ash cloud paralysed air travel, the eruption of another Icelandic volcano is threatening the plans of millions of UK travellers. Ash from the Grimsvotn volcano has already resulted in the airspace above Iceland being closed and weather experts believe the ash cloud will reach Scotland by lunchtime on Tuesday and spread over the rest of the country by Thursday.

Air passengers in Scotland and UK travellers in, or heading to, Iceland have already been affected. Icelandic airspace was closed at the weekend and a number of airlines including British Airways, KLM, Aer Lingus and Easyjet have cancelled flights to and from Edinburgh, Glasgow, Invereness and Aberdeen airports.

High Risk Families with High Deductibles Not Cutting Back on Care

Medically vulnerable individuals enrolled in high-deductible health plans are not at a greater risk for cutting back on necessary health services than non-vulnerable enrollees in high-deductible plans, according to a new study by RAND Corporation,

For the study, researchers analyzed data on more than 360,000 U.S. families enrolled in high-deductible health plans through 59 large employers between 2003 and 2007. In particular, researchers examined how high-deductible plans affected families living in low-income areas and families that had a member with a serious chronic condition.

Key Findings

Some health advocates have expressed concern that high-deductible plans could spur low-income families and people with chronic illnesses to forgo necessary medical care. Read more…
